On August 28, 2023, Portsmouth Economic Development and City staff, joined by elected an appointed City and State Officials, including Senator L. Louise Lucas, Delegate Don Scott, Congressman Bobby Scott, and Mayor Shannon Glover, celebrated the grand opening and ribbon cutting ceremony of Little H.O.M.I.E.S. Youth Enrichment and Recreation Center.
